Different manufacturers manufacture their sets slightly differently so there really is no correct answer to your question. There are a few “complete” sets on the market that include drivers, woods and irons but generally you buy your irons as a set then add your woods and putter separately.
A “traditional” iron set consists of 3 iron through to 9 iron with a pitching wedge and maybe a sand wedge. Some manufacturers have dropped 3 and 4 irons and added two hybrids instead (their easier to hit).
A good set for a beginner would be 5 iron through to 9 iron, two hybrids to replace the long irons, at least two wedges, (pitching wedge and sand wedge) driver, 3 wood, 5 wood and putter. That adds up to 13 clubs. You’re allowed 14 so once you get to know your game a little, you could add an additional wedge after you decide what degree of loft you’d like to have.
What clubs you need depends on where and how you play. You may need a driver, unless you can keep it in play better with a 3-wood. Many players are preferring hybrids to long irons. But what you need are clubs that are the easiest to hit to the distances you have to cover. There is no point in carrying a club for a distance you are not likely to encounter on your course.
